By 50 yeas to 49 nays (Vote No. 122), three-fifths of those Senators duly chosen and sworn, not having voted in the affirmative, Senate rejected the motion to close further debate on the Reid motion to concur in the amendment of the House of Representatives to the bill, with Reid Amendment No. 589, to cut spending, maintain existing commitments, and for other purposes.

Subsequently, Senator Reid entered a motion to reconsider the vote by which cloture was not invoked on the Reid motion to concur in the amendment of the House of Representatives to the bill, with Reid Amendment No. 589.

A unanimous-consent-time agreement was reached providing further consideration of the motion to concur in the amendment of the House of Representatives to the bill, with Reid Amendment No. 589, at approximately 10:30 a.m., on Monday, August 1, 2011; and that the Senate recess from 11 a.m. until 12:30 p.m.; provided further, that 12:30 p.m., Senate resume consideration of the motion to concur with respect to the House Message to S. 627, with the time until 2 p.m. equally divided and controlled between the two Leaders, or their designees, with Senators permitted to speak for up to 10 minutes each.
